Meru Governor Kawira Mwangaza stands to be the only Governor to be impeached three times in just two years of her leadership.
The Governor has been baptised by fire every time the Meru MCAs discover some aspects deemed unlawfully executed by Kawira’s government.
The recent occurrences barely two days ago left the Governor impeached for the third time in her tenure, raising more questions about her leadership style.
What is it that is ailing Meru County Leadership?
In the recent motion that sent home Governor Mwangaza, a total of 49 Meru MCAs backed the motion while 17 opposed. Three failed to participate in the heated debate at the County Assembly chambers.
Nominated MCA Zipporah Kinya accused Mwangaza of three counts including violation of the Constitution and other laws, Abuse of office and Gross misconduct.
According to Kinya, Kawira revoked the appointment of Virginia Kawira as the Secretary County Public Service Board, a move that amounted to violation of the constitution since the mandate lies with the County Assembly.
“Governor Kawira also failed to appoint Meru County Revenue Board, Meru Microfinance Corporation, Meru Youth Service Board, Meru County Investment and Development Board Chairpersons as required by law thus crippling the operations of such critical Boards in the county development Agenda,” reiterated Kinya.
Kinya stated accusations and more accusations adding that the Governor failed to adopt the recommendations and resolutions of the County Assembly.
“Governor Kawira has failed to remove County Secretary Kiambi Athiru and Chief Secretary Harrison Gatobu, despite the two firing staff and hiring unqualified staff. This is an abuse of office,” she stated.
Kinya also accused the Meru Governor for lying to the public that the fundraiser for blogger Daniel Muthiani’s death famously known as Sniper collected Ksh.86 million instead of the 286,000 shillings collected saying that the Governor lacked integrity and cannot continue holding public office.
“In fact Governor Kawira employed a total of 111 workers and 79 of them are under manual payroll and we have never seen them,” MCA Kinya further revealed.
The other issue raised is that Meru Public Communication Officer Christus Manyara has been receiving his full salaries despite being in remand.
The Senate is expected to once again deliberate on whether to salvage the delicate Meru County Leadership or send home Governor Mwangaza if all the counts levelled against the governor will hold waters.
The Senate is expected to deliberate on Kawira’s impeachment this week.
